Culex is a secret boss that appeared in Super Mario RPG.  To reach him you must trade a Mole kid in Moleville dynamite for a shiny stone (er...), then use that stone to unlock the door in Monstrotown.  Culex is inspired by the Final Fantasy series, though he does not actually appear in any of those games, and uses the famous crystals (Fire, Earth, Wind, and Water) to launch magic attacks.  He even has the Final Fantasy II boss music as his battle theme.  I consider that Culex probably is tougher than Smithy and I've not had any luck beating him except with the Lazy Shell armor.  That reduces most magic attacks to single digits worth of damage and makes the character wearing it immune to status effects.  Then you just have to weather the storm until, first, the crystal start running out of FP, and then Culex himself goes down.

Because he is so heavily based on Final Fantasy, I have not been inclined to consider Culex to count as a Mario character.  In fact, he was picked to fight Roy in one of three nonregulation matches against non-Mario characters.  Somehow, Culex lost.  But over the years I guess I've gone soft and at some point I allowed Culex and even his lifeless crystals to be eligible to appear in the ring.  Culex made an appearance after the shocking run of Wind Crystal, but... was defeated?  How?!
