More about Fly Guy...
Games: Yoshi's Island Series, Partners in Time
 
Once you've read this guy's name and seen his picture, there's not much more that needs to be said!  He's a Shy Guy... who flies!  He appears commonly in the Yoshi's Islands and often drops hazardous materials, though he also often carries coins, fruit, or other desirable items for no particularly good reason.  He also appeared on Star Hill in Partners in Time as a reputable, if not particularly difficult, foe.  The spiked balls he threw could be tricky, but unfortunately for him his spinning propeller didn't provide protection from jump attacks.  Go figure.

A string of victories in Season Seven, including a win in a big four-way Round Two fight that included Ludwig, earned Fly Guy a respectable 5-2 record even though he would ultimately fail to reach Round Three thanks to Don Pianta.  He entered the Season Ten Tournament ranked 45, but despite a confidence boost and dedicated training, he was no match for Shadow Mario in the first round, and was eliminated.
