Jr. Troopa, from the first Paper Mario, has the appearance of being a baby Koopa, but perhaps I should not assume this just because he's still in his eggshell.  Because, you know, young or not, that shell should be gone by the time he's battling Mario.  Instead, he keeps the shell with him throughout the entire game, and I do mean the entire game.  As Paper Mario's recurring nemesis of choice, Jr. Troopa is fought six times during the game, including the first fight following Bowser in the prologue and the last fight before Bowser (barring backtracking) at the end of the game.  Jr. Troopa is something of a running gag throughout the game, filled with an unexplained rage that gets him into some comedic situations, and at first his strength is also a gag as he is quite easy to defeat the first few times.  But he continues to improve his abilities in the game and actually starts to become a threat by the time his grows wings and puts a spike on his head to really limit Mario's options.  Later Jr. Troopa also breaks out some powerful magic spells.  In his final fight with Mario he combines all of his abilities to that point, and while I wouldn't exactly call him difficult, I'd say he's at least as tough as any other required boss short of Bowser in that game,  I would love to see what this kid has driven himself to become by now.

Well, perhaps we got a taste in Roy's Sports Hall.  Not unlike in Paper Mario, he started off by mainly getting kicked around, but in Season Seven he impressed by nearly digging himself out of a crowded Round Two before losing a rematch to Don Pianta.  Jr. Troopa's record doesn't exactly sparkle, but at 8 wins he's got more than most, and so, a decent ranking to boot.

Jr. Troopa returned for the Season Ten Tournament as Seed 55, but this egghead could have just as well been part of this complete balanced breakfast as he was soundly defeated by Larry in the first round.
