I don't know if this guy actually has an established name.  I've called him Pendulum Ghost; ghost is pretty obvious as to why.  As for pendulum, well, he's long, and moves in an arc kind of like a pendulum.  Too bad for Yoshi that he's not really a pendulum!  Found hanging above platforms in some fortresses on Yoshi's Island, when Yoshi would jump over the pit this sneaky foe would swoop in and try to snatch Baby Mario.  Good timing or an egg to the face is the way to fend off this guy, though he cannot be killed, only briefly subdued.
