More about Sparky...

There are two characters with the name Sparky...

The first is something of an electric equivalent to a fireball, first encountered in SMB2, where it would circle certain platforms, somehow sticking to the sides and bottom.  In this game Sparky could not be picked up like other enemies, but it could be defeated if something were thrown at it.  This enemy would reappear in Super Mario World, where it did much the same thing but was dwarfed by a new, larger cousin, Hothead.  The character came to be known as Lil' Sparky in that game.  To my knowledge this kind of Sparky has not appeared as an enemy since, but Mario's partner Watt from Paper Mario seems to be a member of the species.

An unrelated enemy also called Sparky appeared in Mario RPG's Pipe Vault and Moleville Mines.  This variety is a cousin of the classic Podoboo enemy.
